Accessibility Policy
It is the policy of the West Virginia Secretary of State that information and
services on this site are designed to be accessible to people with disabilities.
The site is designed to be accessible using text-based browsers, low-end
processors, slow modem connections and/or no multi-media capabilities.
The Web Content Accessibility Guidelines of the W3C are adopted, with the
intent of satisfying the Priority 1 checkpoints. and to the extent possible of
achieving WCAG Conformance Level "AA".
Specifically the site includes these key features to ensure accessibility:
- Declares the version of HTML used to assist the browser in rendering pages
correctly.
- Maintains a standard page layout and navigation method throughout the web site.
- Uses headings, lists, and consistent structure.
- Avoids unnecessary use of icons, graphics and photographs.
- Uses plain backgrounds and simple layouts to improve the readability of text.
- Ensures that foreground and background color combinations provide sufficient
contrast when viewed by someone having color deficits or when viewed on a black
and white screen.
- Provides a text-only index or site map of the site.
- Includes textual as well as graphical navigation aids.
- Ensures that dynamic content is accessible or provide an alternative presentation
or page.
- Avoids movement in pages.
- Avoids the use of HTML tags or extensions which are supported by only one
browser.
- When tables are used, sequence of table elements follows
appropriate sequence of information to be delivered using a text
reader.
- Limits the use of bitmap images of text, unless a textual alternative is
also provided.
- Provides meaningful and descriptive text for hyperlinks.
- To the extent possible, documents provided in PDF (Portable Document Format)
are also provided in HTML, Word or WordPerfect format. Due
to resource constraints, this is not possible for imaged
filings, such as campaign finance reports or charitable
organization registration documents.
- Minimizes the file size and number of images you display on any one page.
- Ensures that text can always be clearly read at any location against the
background.
- Limits use of image maps, and provides an alternate text-based method of
selecting options.
- Uses the ALT attribute with image tags to provide associated, meaningful, text
for all images, pictures and graphical bullets.
- Provides text transcriptions of all video clips.
